COMPETENCIAS

According to the Law 169/99 of September 18 with the amendments introduced by Law 5-A/2002 of 11 September, it is up to the Parish Assembly:

• To elect, by secret ballot, the members of the Parish council, the president and the secretaries of the board;
• To prepare and approve its scheme;
• Monitor and supervise the activities of the Board, without prejudice to the normal exercise of the competence of this;
• To deliberate on the constitution of delegations, committees or working groups to study the problems related to the well-being of the population of the Parish, within the scope of the powers of this and without interference in the normal activity of the Joint;
• Request and receive information, across the table, about issues of interest to the Parish, and on the implementation of resolutions earlier, at the request of any member at any time; • Appreciate the refusal, by action or omission, of any information and documents, on the part of the Parish council or of its members, which constitute an obstacle to the realization of follow-up actions and monitoring;
• To establish the general standards of the administration of the patrimony of the Parish or under their jurisdiction;
• To accept donations, legacies and inheritances to the benefit of inventory;
• Discuss, at the request of any of the holders of the right of opposition, the report referred to in the Statute of the Right of Opposition; • Meet and take a position on final reports resulting from actions oversight or audits performed on the activity of bodies and services of the Parish;
• Appreciate, in each of the ordinary sessions, a written notice of the President of the Board about the activity itself, or by the Board and exercised, in the scope of their own or delegated competence, as well as the financial situation of the Parish;
• Vote a motion of censure of the Parish council in the evaluation of action developed by the same or by any of its members, in the exercise of their respective competences;
• Approve a local referendum, at the proposal of the members of the Assembly, whether of the Board or the municipality, or the citizens entitled to vote, in accordance with the law;
• Able to speak and deliberate on all matters of interest to the Parish, on its own initiative or at the request of the Joint;
• Exercise other powers conferred by law.


--> It is also incumbent to the Parish Assembly, on a proposal from the Board:

• Approve the plan options, the budget and its revisions;
• Assess the inventory of all the property, rights and equity instruments and their evaluation, as well as to evaluate and vote the accounts ' reporting documents;
• Authorize the Board to contract short-term loans and credit facilities, in accordance with the law;
• Approve the rates of the Parish, and to fix its value in terms of the law;
• Authorize the county to establish forms of cooperation with public or private entities, within the scope of their assignments;
• Approve postures and regulations;
• Ratify the acceptance of the practice acts within the jurisdiction of the municipality, delegated to the Board;
• To approve, in accordance with the law, the personnel of the different services of the Parish;
• To approve, in accordance with the law, the creation and the reorganisation of the dependent services of the organs of the Parish;
