COMPETENCES

According to the Law 169/99 of September 18 with the amendments introduced by Law 5-A/2002 of 11 September

-> it is up to the Parish council in the framework of the organization and operation of its services, as well as in the management chain:
• Execute and enforce the resolutions of the Parish Assembly;
• Manage the services of the Parish;
• Manage the human resources in the service of the Parish;
• Manage and conserve the heritage of the Parish;
• Prepare and keep updated a register of movable and immovable property of the Parish;
• To acquire movable property necessary for the operation of the services and dispose of the that they become expendable;
• To acquire and dispose of, or encumber any immovable property of a value up to 98.025 euros;
• Dispose of at public auction, regardless of the authorization of the board of directors, immovable property of value more than 98.025 euros, provided that the alienation arising out of the execution of the options plan and respective resolution to be approved by a majority of two-thirds of the members in full exercise of their functions;

-> it is up to the Parish council in the planning of their respective activities and in financial management:
• Prepare and submit for the approval of the Parish Assembly options of the plan and the budget proposal, as well as its revisions;
• Run the options of the plan and budget, as well as to approve its amendments;
• Develop and approve the standard of internal control, as well as the inventory of all the assets, rights and obligations to assets, their assessment and the accountability documents to be submitted to the appreciation of the deliberative body;
• Refer to the Court of Accounts, pursuant to law, the accounts of the Parish.
• It is the responsibility of the Parish council in the framework of spatial planning and urbanism:
• Participate, on terms to be agreed with the city council, in the preparation process and in the public survey of municipal plans of spatial planning;
• Provide consultation of stakeholders of municipal plans of spatial planning;
• Decide on projects of construction and occupancy of the public road, where such is required by the municipality;
• Perform, by contract or direct administration, the works setting out of the options of the plan and have budgetary allocation adequate instruments of forward management, approved by the deliberative body;

-> it is up to the Parish council in respect of its relations with other government bodies:
• Formulate proposals for the deliberative body on matters within the jurisdiction of this;
• Prepare and submit to the approval of the deliberative body postures, and regulations with external effectiveness, necessary for the good execution of the tasks entrusted to the Parish;
• Deliberate and propose to the ratification of the decision making body for the acceptance of the practice of the acts inserted in the competence of municipal bodies, that these it wish to delegate.
• It is also incumbent to the Parish council:
• Collaborate with the local systems of civil protection and fighting forest fires;
• Provide cleaning supplies and business to the schools of the 1st cycle of basic education and institutions of pre-school education;
• To perform, within the scope of the commission recenseadora, the operations of voter registration, as well as the functions that may be committed by the election laws and referenda;
• Proceed with the registration and licensing of dogs and gatídeos;
• Meet and take a position on final reports of actions, guardianship or audits carried out to the organs or services of the Parish;
• Comply, in respect of, the Statute of the Right of Opposition;
• Deliberate the forms of support of bodies and organisations legally existing, in particular with a view to the pursuit of works or events of interest to the Parish, as well as to information and protection of citizens ' rights;
• To support or contribute, by appropriate means, in support to the activities of interest in the Parish of nature social, cultural, educational, sporting, recreational, or other;
• Provide the other public authorities all the cooperation that you are requested particularly in the area of statistical development, education, health, social action, culture, and, in general, in all that respects the well-being of the populations;
• Draw up terms of identity and justification administrative;
• Pass certificates in accordance with the law;
• Exercise other powers entrusted to it by law or decision of the Parish Assembly.
The Parish council may engage in activities included in the competence of the Municipal council, by delegation of this.
